Capacity-Building

The capacity building aims at the development and / or strengthening of human resources and institutional capacities in biosafety in compliance with Article 22 of the Cartagena Protocol.

The Protocol promotes international cooperation, aid to developing countries and countries with economies in transition, to build human resources and institutional capacities in biosafety. Parties are encouraged to contribute to the scientific and technical training and to promote the transfer of technology, know-how and financial resources. The first meeting of COP-MOP adopted two decisions to promote capacity-building for the effective implementation of the Protocol, through the establishment of a list of experts in biosafety (decision BS-I / 4) and an Action Plan to develop skills (decision BS-I / 5).

The Action Plan for the capacity building aims to facilitate and support timely the  development and capacity building at national, sub-regional, regional and global levels for the ratification and effective implementation of the Cartagena Protocol on Biosafety .

Specific databases in the Biosafety Clearing-House Central allow the exchange of information on ongoing activities, the identification of deficiencies, improved targeting of resources and opportunities to meet the needs and priorities of various countries. Moreover, was a list of experts established to provide advice and support for developing countries and economies in transition, to conduct risk assessment, develop national human resources and promote institutional strengthening, in the transboundary movement of LMOs.

Even governments and organizations have undertaken various capacity building activities, projects and programs related to biosafety.

As far as Italy is concerned, in recent years several capacity building activities have been organized related to biosafety, including financial support in order to organize:
