The Italian Biosafety Clearing-House

BIOSAFETY CLEARING-HOUSE (BCH) is an information-sharing platform in support to the decision-making process on national biosafety issues. The BCH aims to contribute to the realisation of the objectives of the Convention on Biological Diversity (CBD) 1992, which was ratified by the Italian Government with Law no. 124 on the 14 February 1994. Its role is to facilitate the exchange of scientific, technical, environmental and legal information on, and experience with, genetically modified organisms (GMOs) for the benefit of contracting Parties of the Convention, persons involved in the risk assessment and risk management of GMOs, and the general public. The Italian BCH consists of five different section:

  • is constructed within the international framework set up by the Convention on Biological Diversity;
  • follows the indications of the Aarhus Convention;
  • reflects the provisions of the European Community;
  • responds to the requirements of the Italian Law on public consultation and access to information;
  • supports the development of implementation legislation by the Italian Regional Authorities

The Italian BCH consists of five different sections:

  • Presentation, which provides general information on biosafety issues, including links with relevant Institutions and Organisations;
  • Biosafety, with the general outlines of the principles for risk assessment and risk management, as well as the link to some informatic tools for biosafety;
  • Legislation, with a collection of National, Communitary and International legislative texts relevant for biosafety;
  • GMO documents and decisions, including tools for the information and the participation of the public in the area of the experimental and commercial release of LMOs;
  • Clearing House, which performs the information tasks required by the Cartagena Protocol and under the competence of EU Member States.

The Italian BCH has been implemented by the Ministry for the Environment and Territory and Sea in partnership with the Biosafety Unit of the International Centre for Genetic Engineering and Biotechnology (ICGEB)

NAGOYA – KUALA LUMPUR SUPPLEMENTARY PROTOCOL ON LIABILITY AND REDRESS TO THE CARTAGENA PROTOCOL ON BIOSAFETY (Cartagena Protocol):
The Supplementary Protocol was finalized and adopted in Nagoya, Japan, on 15 October 2010 and takes an administrative approach to addressing response measures in the event of damage or sufficient likelihood of damage to the conservation and sustainable use of biological diversity resulting from living modified organisms that fnd their origin in transboundary movements..

• LIFE+ OGM PROJECTS (GMO documents and decisions-Additional instruments):
In 2008, the EU LIFE+ Programme has provided the opportunity to support specific projects with the aim to develop innovative methodologies for the monitoring of GMOs. Italy has received funding for the project LIFE MAN-GMP-ITA, on the validation of risk management tools for genetically modified plants in protected and sensitive areas in Italy.
