The Release Evaluation Commission

The role of the Commission is to evaluate the contents of applications, and to elaborate opinions, with regard to the possible release of a specific GMO, as described in articles 8, 11, 16 and 20 of Decree No.224, with the aim to:

1. verify that the content of the notification conforms with Legislative Decree No. 224;;
2. include the examination of relevant information regarding the specific notification as provided by the various competent authorities of the European Member States, and from the public;
3. evaluate the potential risks arising from the release of the GMO, with specific regard to human health, animal health and the environment;
4. when necessary, consider the relevant inputs from the “Consiglio Superiore di Sanità”, the National Biosafety and Biotechnology Committee;
5. when necessary, consult the relevant inputs from all other stakeholders, including the public, scientific and ethical associations, and non-governmental organisations;
6. to publish the final evaluation report as required by articles 17 and 20.

The Release Evaluation Commission also examines evaluation reports and relevant information regarding the deliberate release of individual GMOs from other Competent Authorities of the European Commission Member States. As reported in Directive 2001/18/CE, the reports are transmitted to Competent Authority which, if necessary, demands additional information and expresses their own opinion on the basis of the risk assessment evaluation.

The president of the Release Evaluation Commission is the General Director for Environment and Territory Ministry.

The Commission comprises scientific experts as reported below:

1. a representative of the Ministry for Environment and Territory;
2. a representative of the Ministry of Agriculture;
3. a representative of the Ministry of Welfare and Health - Section of Health;
4. a representative of the Ministry of Welfare and Health - Section of Welfare;
5. a representative of the Ministry of Productive Activities;
6. three representatives of the Permanent Conference for the relationships between State, Regions and Independent Provinces;
7. two experts from the Ministry for Environment and Territory;
8. two experts from the Ministry of of Welfare and Health;
9. two experts from the Ministry of Agriculture;
10. two experts from the Institute for Environmental Protection and Research (ISPRA);
11. one expert from the National Institute of Research for Food and Nutrition (INRAN);
12. one expert from the Ministry of Productive Activities;
13. one expert from the National Institute of Health;
14. one expert from the National Institute of Work Safety;
15. one expert from the Ministry of the Interior.

For each component of the commission there is a substitute expert.

The Secretariat of the Commission is located in the Ministry for Environment and Territory.

The Commission has been instituted with Decree of the Minister Stefania Prestigiacomo and will be in charge for 4 yeras. The first meeting has been 15 April 2009.
